WINTER HILL APARTMENTS, 83 units, in Falls Church, Virginia, offers an attractive residential setting. Acquired by FCHC in 1987, the Winter Hill Apartments offer quality housing units rented exclusively to income eligible residents with annual incomes at or below 80% of Area Median Income. Residents enjoy Winter Hill’s attractive residential setting in the heart of Falls Church. The location is well within a half-mile walk by foot or local city bus to pharmacies, the post office, public library, banks, shops and other resources including Metro transportation. The Winter Hill Clubhouse, located on South Virginia Ave, also hosts a wide range of programs, activities, and social events for Winter Hill Apartments residents.
A recent capital needs study found the buildings to be attractive and in good condition, and in 2003, the complex received the highest biannual property management score given in Virginia by an HUD inspection team. The apartment buildings offer handicapped-accessible laundry facilities and on-site parking. Apartments include updated kitchens and bathrooms, frost-free refrigerators, garbage disposals, individually controlled heating and air-conditioning, hot water heaters, thermal windows, and smoke detectors. Many apartments have back porches and balconies. Five units are accessible to the handicapped.
Built in the early 1940’s, the Winter Hill Apartments have been rehabilitated several times over the years. Their outside walls are a combination of masonry and brick with vinyl siding on the upper half of second floors. Pitched roofs shingled with asphalt drain into gutters with downspouts. Windows are vinyl clad, with insulating glass. Winter Hill is comprised of one and two-bedroom units. In 2011, the NHP Foundation acquired Virginia Village and FCHC under its new affiliate program.
